据《2022-2023年中国区块链年度发展报告》，区块链作为“十四五”新经济发展时期的重要基础设施在各领域全面开花，涵盖区块链技术的政策数量爆发式增长。根据赛迪区块链研究院统计，截至2022年底，各部委及各地方政府在内出台的区块链相关政策数量已有千余项。一方面，国家及各部委统筹区块链在农业、商贸、交通、旅游、政务、教育、金融等各领域规划和路线图，仅2022年发布的区块链相关政策已有 69 项，同比增长 8%,旨在通过区块链技术加速数据要素流通提升数据价值，加快推动各行各业新业态新模式，为构建全国统一大市场提供有力支撑。

“这些企业的发展并不容易。企业有营收项目难，有项目后能交付、收回尾款也难，所以现在行业存在诸多问题。”刘权说。

资本市场对区块链的热度同样呈现下降趋势。2022年区块链融资笔数只有54笔，2019年高峰时融资150笔。平均融资额从2021年的110亿元回落到75亿元，但相比2019、2020年明显增加。

林乐接受上证报记者采访表示，区块链和人工智能有很强的协同关系。下一代互联网由区块链、物联网和人工智能三个技术重点构成，其中数据是生产资料，物联网和人工智能类似于生产工具，而区块链是生产关系，协调整个数字技术的融合体系。
