校務發展理念與方針

本校創校迄今已66年,走過職業學校、專科學校、獨立學院,於86年8月起改名為世新大學,分設新聞傳播學院、管理學院、人文社會學院及法學院等四個學院;從創校之初,既以培養「德智兼修,手腦並用」之新聞傳播人才,並自我定位為一所「精緻的教學卓越大學」。為能維持本校的特色提升品牌競爭力,進而推出「數位傳播貫穿各學門以及數據智能結合各專業」的辦學特色。

For 66 years now, the University has gone through professional schools, specialized schools, independent schools, and since August 86 it has been renamed the New World University, with four faculties: the Journalism Institute, the Management Institute, the Humanities and Social Sciences School and the Law School; since its inception, it has been promoting "beautiful intellectuals, brains and brains" as well as self-proclaimed as a "certificate of excellence in teaching".

個人於2009年返校服務迄今,擔任傳播學院院長與副校長職務,見證本校的發展歷程。過去八年本校為能面對大學生源,整體客觀環境經營的嚴峻考驗,陸續提出「卓越教學、優質產研、宏觀公民、永續校園」等中程校務發展計畫四大目標,尤其在本校董事會與前任吳校長帶領下,整體執行成果能獲教育主管機關與社會大眾的高度認同,無論招生註冊率與財務穩定度皆能保持極佳的成效。基於高校經營環境日加艱困的時刻,個人治理學校的重責大任,將接續本校已奠立之優質基礎,依循初步擬定112-115學年度中程校務發展計畫的發展理念與方針,提出五大治校理念鞏固永續經營的基礎。

For the past eight years, the school has been able to face the university’s student base, with a high degree of acceptance and financial stability. At a time when the university’s environment is in a state of difficulty, it will continue to hold high responsibility for the management of its own schools, and will continue to build on the foundation of the school’s well-established high standards, in keeping with the concept and parameters of the development of the school’s programme for the academic cycle for the period 112–115.

一、繼續建構逐夢到築夢教學環境

本校既以傳播專業起家為主要特色的大學,在面對高校日益競爭的環境中,未來仍將維繫於「理論與實務並重的優良傳統」,藉由此一精準的理念緊密扣連並落實到傳播學院以外的各學門,提升師資結構建構逐夢到築夢的教學環境,以強化本校學生畢業時的職場競爭力。基於此一理念,個人將從「縮短產學之間的距離、加強跨域課程的推動、給予進修學制的關懷、維繫學生社團的運作、堅持行政教學零距離」等五項具體作為,勢必接續營造本校永遠領先的招生品牌,讓各學制學生皆認同校務的推動,實踐博雅教育推展全人教育人才,啟發充滿活力的學習動能。

In the face of the growing competition in higher education, the University, which is characterized by its professional development, will continue to be guided by a "good tradition of theory and practice" through a sophisticated concept that is closely linked to and translated into institutions other than the Institute, and by the upgrading of teachers' resources to build a dream-based educational environment that strengthens the competitive power of their students in the workplace when they graduate from school. Based on this concept, individuals will be inspired by a dynamic and dynamic approach to education, based on the concept of distance between short-terms, the movement of more intensive cross-curricular courses, the development of an advanced education system, the operation of the student community, the maintenance of the administrative teaching system, and zero distance from the university.

二、營造優質化研究與實踐的能量

大學的師資陣容必然是建構優質教學環境的基礎,然本校多年來的競爭優勢在於「理論與實踐」理念。基於此一理念,個人將以身作則並親力親為,期望本校教師除了能有符合學生需求的教學表現之外,將加強跨學門以及能與積極爭取公私部門接軌的研究資源,鼓勵教師組成專案團隊經常提出具有亮點的研究成果,培力學術能量獎助創作發表能量,開拓推廣教育深耕地方智庫。基於此一理念,個人將從「媒合產業需求的研究、鼓勵跨領域研究團隊、籌募卓越之講座基金、發揮研究中心的成效、扶持新進教師的參與」等五項具體作為,讓全校教師感受到本校是具優質研究與實踐的舞台。

The university’s teacher base is necessarily the foundation for the construction of an enabling teaching environment, because for many years the competition in our school has been based on the concept of theory and reality. On the basis of this concept, individuals will be guided by principles and by their own personal experience, with the expectation that their teachers, in addition to having an academic performance that meets the needs of their students, will strengthen their cross-learning and research resources that are able to compete with the public and private sectors, and encourage their team to develop project teams to produce high-profile research that will be supported by the power and energy prizes to create and develop an educational and deep-cultivated knowledge base. On the basis of this concept, they will be encouraged to work from the research and research teams that match the needs of their industry, to encourage cross-country research teams, to raise funds for excellence, to promote the effectiveness of research centres, and to support the participation of new teachers, so that the entire faculty will feel that the school is a stage of excellence in research and learning.

三、堅持具有溫度的行政服務平台

一個優質大學的治理,期待追求教學與研究的表現,校內行政體系的效率與態度是不可或缺的條件。個人係從基層做起,因此對校內師生的相處理念,一本初衷鼓勵「行政即是服務」身體力行的自我要求,因此對於第一線服務的同仁乃至主管,經常相互提醒扮演後勤支援角色的工作態度,以及個人專業持續成長的核心思維。為達成此一信念,將加速活化組織動能打造高效團隊展現自我品保,帶動行政體系的同仁必須理解如何克盡己責,主動投入與教學單位溝通的不變法則。基於此一思維,個人將從「建立充分溝通的機制、提升認同度與向心力、勵行獎懲分明的規範、落實行政教學一體化、鼓勵主動關懷的機制」等五項具體作為,讓全校師生感受到本校行政單位,持之以恆由內而外的處事心態,發揮不斷營造具有溫度的行政服務平台。

The governance of a high-quality university, looking forward to the performance of teaching and research, the efficiency and attitude of the administration within the school is an indispensable condition. To achieve this conviction, individuals will accelerate the activation of living organizations to create efficient teams to promote self-preservation, and their peers will have to understand how to do their job well, be committed to and interact with the teaching profession. Based on this thinking, individuals will often remind their colleagues and supervisors of their role as back-to-back workers, as well as of the core of their personal expertise. In order to achieve this belief, they will speed up the process of building efficient teams to develop self-preservation, and their peers will have to understand how to do their job well.

四、積極讓學校品牌口碑不斷加分

個人最近接受媒體訪問時曾提出,少子化的問題的確讓各校在招生上都面臨很大挑戰,但本校不想去怪環境改變,而是應從校內設備、課程去逐一調整,做出差異化出「打造別人沒有、只有我們有」來贏得學生與家長的認同。換言之,近年本校陸續打造全媒體中心、雲端數位學習中心,以及接續發展雲端數位學習中心、數位創意中心、數位攝影輸出中心、人工智慧與科技生活中心、大數據與企業研究中心、社區創想中心、區塊鏈研究中心,以及接續成立的數位敘事中心等研究單位的設置,乃至去年底啟用的LED環幕智能攝影棚,上述具有亮點的教學與研究特色,不斷讓學校品牌口碑持續加分。基於延續此一理念,個人將繼續提升招生能量從「營造具差異化的特色、積極爭取亮點的建設、宣揚師生的優異表現、提升高質量師資的印象、緊扣產業之間的互動」等五項具體作為,強化對外關係並提升校友服務全力爭取外部資源,展現本校獨特品牌讓外界有目共睹。

In other words, in recent years, the school has continued to build a full-scale media centre, a cloudy digital study centre, and a continuous development of high-profile teaching and research centres, digital innovation centres, digital video production centres, centres for artificial intelligence and science, digital and entrepreneurial research centres, community creative centres, district research centres, and research units such as the successive digital centres to win students’ and parents’ approval. In other words, the school has continued to build a full-scale media centre, a cloudy digital study centre, and a continuous development of high-profile teaching and research centres, digital innovation centres, digital video production centres, centres for artificial intelligence and scientific life, large-scale digital and entrepreneurial research centres, community creativity centres, district research centres, and, as a result, a series of research units, such as the successive digital centres, to win students’ and parents’ approvals.

五、靈活開朗與敬業永續的校園

隨著媒體朝向數位化,本校的發展特色除了新聞傳播學院之外,宜將人文社會學院、管理學院及法學院密切與新媒體特色結合,讓教學與研究皆更貼近智能社會的需求。過去幾年本校因應時勢發展,將口語傳播學系正式更名為「口語傳播暨社群媒體學系」、英語學系更名為「英語暨傳播應用學系」、資訊管理學系「網路科技組」更名為「智慧網路應用組」,其起心動念就是嘗試藉此讓教學內容更準確掌握產業趨勢,幫助學生畢業即就業的期待。必須強調,本校董事會除了針對教學設施的提升之外,近幾年陸續投入全校的電梯、洗手間、學生宿舍的更新,足以顯見建構師生優質環境的決心。基於此一理念,個人將繼續整合校內外資源,從「不斷追求轉型與改造、營造創新創意的環境、促進校友會的認同感、創造外部資源的導入、維繫幸福與和諧指數」等五項具體作為,營造低碳綠色校園以及安全防護性別友善環境,營造本校靈活開朗與敬業永續的校園文化。

As the media progresses towards digitalization, it is desirable that, in addition to the School of Journalism, the School of Humanities, Management and Law be closely integrated with the new media, and that the Faculty of Humanities, Social Sciences, and Science and Technology be made more relevant to the needs of the intelligent society. In the past few years, the University has responded to the situation by changing the official name of the Faculty of Oral and Social Media, the English Language Department to the English Language Department to the English Language and Broadcasting Academy, the Information and Technology Department to the Internet Science and Technology Unit, which has been renamed the "Intelligent Network Application Group", which seeks to make the teaching and learning content more relevant to the needs of the intelligent society.

綜合上述的理念,個人認為「凡努力走過雖然收穫也許會遲到但不會缺席」心境的堅持。受到過去兩年的全球新冠肺炎疫情的影響,確實改變大學校園以往的教學與研究模式。然而,在本校重視學用合一的情境下,如能繼續齊心合力落實分工合作與分層負責,嚴格管制考核及實現自我評鑑措施。個人深信,上述個人所提出學校治理的核心思維,必然會讓本校在百尺竿頭仍不斷向上發展。

In keeping with the above-mentioned ideas, individuals insist that "every effort to pass through may be late, but not absent." The effect of the new global coronary pneumonia epidemic of the last two years has indeed changed the school’s past teaching and research patterns. However, in the context of the school’s focus on a uniform approach, if we continue to work together and take responsibility for the division of labour, strict controls are applied and self-evaluation measures are implemented.
