秦青认为，当前版权问题在视频行业十分突出。长视频做内容生意，通过持续生产优质内容，利用会员、广告及衍生品盈利。而很多短视频通过侵权的形式，剪切、搬运长视频内容，再利用高效的分发算法运营体系，做流量生意。如何让二者共生、促进视频行业健康发展成为业界难题。

就目前情况来看，正规授权的成本高、门槛高，可收益却很低，创作人得不到应有的利益分配，从而会阻碍优质内容持续产出。与之相对，在维权方面，侵权成本很低，但维权成本高、却收益低，这就导致了侵权现象泛滥，而维权艰难的局面。
In the current situation, the cost of formal authorization is high, the threshold is high, the benefits are low, and the creators are not allocated the benefits they deserve, thus impeding the continued output of quality content. In contrast, in terms of rights, the costs of violations are low, but the costs and benefits of rights are high, leading to widespread abuses and difficult rights.
秦青表示，内容介质与授权关系记录相互割裂，导致“现实世界”的侵权多发于高价值作品。但在“数字世界”中，复制的边界成本为零，导致侵权大量泛滥，究其原因，就是缺乏有效的确权手段。他表示，基于区块链技术的数字版权治理体系不仅可以通过公私钥加密进行确权，而且还具有块链式结构确保可追溯，分布式的节点透明共识共享等特点，从而可以有效解决授权和维权的痛点。
Qin Qing states that content media and the records of the authorized relationship are fragmented, resulting in “real world” violations that are more frequent than high-value works. However, in the “digital world” the cost of copying borders is zero, resulting in widespread abuses, due to the lack of effective real rights tools. He states that digital copyright governance systems based on block-chain technologies not only can be authenticated through public-private key encryption, but also have the characteristics of a chain structure that ensures traceability, distributed nodes’ transparent sharing of consensus, etc., so that the painful points of authorization and rights can be effectively addressed.
他还强调，版权的治理重在建立体系化管理机制，正向激励和负向惩罚相结合，首先要建立全生命周期管理而非单环节的正规授权流程；其次在侵权维权流程中，建立威慑机制而非“打地鼠”。
He also stressed that copyright governance focused on the establishment of a systematic management mechanism that was combining incentives and negative penalties, starting with the establishment of a formal authorization process for life-cycle management rather than a one-way process, and followed by the creation of a deterrent rather than a “deep mouse” in a rights-to-violation process.
