【编者按】2021年3月，省人民政府办公厅印发《云南省支持区块链产业发展若干措施》，为把我省建设成为区块链应用试验场和聚集区，明确提出支持区块链新型基础设施建设、培育区块链产业应用市场 、打造区块链应用示范标杆、推动区块链信息服务主体做大做强等措施。省发展改革委于2022年8月发布《云南省发展和改革委员会关于开展2022年省级新型基础设施建设专项资金（区块链方向）申报工作的通知》，经企业或机构申报、县（市、区）级初审、州（市）复审上报、专家评审、结果公示等程序，对符合条件的14个项目进行了奖补。为吸引优秀区块链企业落地云南发展，省发展改革委将陆续刊发示范标杆项目经验成效，供各地交流借鉴。

一、项目基本情况
I. OVERVIEW OF THE PROJECT
云财链是云南财经大学2019年开始自主研发的去中心化数字身份系统和数据共享交换的区块链系统。项目以构建面向教育科研的大规模区域性区块链服务网络、推动区块链技术自主创新的快速发展、提供区块链人才培养的实验实训平台、优化云南财经大学教学管理手段为主要任务，通过底层密码算法服务器、梧桐链、IPFS星际文件系统三个平台支持，实现CA跨域认证和电子证照上链验证管理等功能。
The cloud chain is a decentralized digital identity system and data-sharing chain system, developed autonomously by the Yunnan University of Finance and Finance in 2019. The project is aimed at building a large regional network of block chain services for educational research, promoting rapid technological innovation in block chain development, providing an experimental hands-on training platform for block chain talent development, optimizing the means of teaching management at Yunnan University of Finance and Finance, supported by three platforms, such as the bottom cryptographic algorithm server, the chain, the IPFS interstellar file system, and the management of CA cross-domain authentication and e-licensing uplinks.

云财链实现了区块链分布式存储、可信安全通信，支持“公链+联盟链”双层架构等原创性技术，为各类政务应用提供安全可靠的基础设施。其中，分布式存储解决了区块链不具备大容量存储的难题，采用ipfs作为分布式存储的解决方案；可信安全通信解决了区块链不具备通信能力的难题，采用基于smtp的即时通信系统解决方案；“公链+联盟链”双层架构解决了大规模多链网络互联互通的问题，公链提供“token+区块链数字身份”的基础功能，联盟链提供“nft+数据共享+电子证照”的业务功能。
The cloud chain achieves original technologies such as block chain distributed storage, credible secure communications, and supports two-tier structures such as the “public chain plus union chain” to provide a secure infrastructure for all types of government applications. Among these, distributed storage solves the challenge of not having large capacity storage in the block chain, using ipfs as a distributed storage solution; credible secure communications resolves the challenge of block chain non-communication capability by adopting an instant communication system solution based on smtp; the “public chain plus union” dual-level structure resolves the problem of large-scale multi-chain network connectivity, providing the basic function of the “token+ block chain digital identity” and the operational function of “nft+data sharing+electronic licensing” in the public chain.

采用了符合国家密码标准的密码设备进行安全防护，以确保用户信息安全。密码设备采用高级加密算法，可以有效防止黑客破解，防止恶意篡改、盗用用户数据；同时，密码设备采用双重认证，可以更好的保护用户的账号安全，避免账号被他人非法使用。
Password devices that meet national password standards are used for security protection to ensure user information security. They use advanced encryption algorithms that effectively prevent hacking and malicious manipulation and misappropriation of user data; and they use dual authentication to better protect the user’s account numbers from being used illegally by others.

一是服务教育领域自主创新。构建了面向教育科研的大规模区域性区块链服务网络，以大规模区块链节点、跨域隐私计算、分布式存储管理、可信数字身份及认证服务为重点，推动区块链技术自主创新的快速发展。二是服务人才培养。提供了服务西部高校区块链人才培养的实验实训平台，编写了区块链教材及实验课程指南，提供了区块链仿真教学、区块链沙箱实验等，支持跨专业、跨学科实验。三是服务跨校、跨地区的区块链关键技术研发。围绕区块链与新一代网络、人工智能、量子科技、数据管理与存储、信息安全技术等交叉融合和快速发展的特点，加快区块链公共性、基础性、先进性和交叉性理论研究，推动区块链关键核心技术突破。四是服务教育管理领域应用研发。已将云财链用于支撑学生分布式区块链数字身份、教学资源与知识产权保护、学生成长档案、可信区块链成绩单、基于学分银行的终身学习等教育管理领域应用研发。
