继央行等7部委全面叫停ICO之后，比特币交易所迎来强监管。
After seven ministries, including the Central Bank, had shut down the ICO, the Bitcoin exchange had come under strong supervision.
9月8日晚间，财新报道称，监管当局决定关闭中国境内虚拟货币的交易所。有业内人士向新浪财经确认了此消息。
On the evening of 8 September, new financial sources reported that the regulatory authorities had decided to close the virtual currency exchange in China.
据了解，中国境内三大比特币交易平台包括“火币网”、“OKcoin”、“比特币中国”。不过，火币网相关人士表示，火币网运行正常，目前没有收到此消息。OKcoin相关人士也对新浪财经表示，目前未收到任何消息。
The three main Bitcoin trading platforms in China are known to include the “Marketnet”, “OKcoin” and “bitcoin” China. However, the money network sources state that the network is working well and that no such information has been received.
财新报道称，这次决定关闭的是虚拟货币与法币之间的交易平台，即只是禁止在中国境内的虚拟货币场内交易，并非禁止所有虚拟货币与法币在中国境内的交易。“要关闭的就是比特币交易所，不是针对比特币。” 互联网金融风险专项整治工作领导小组强调，取缔和比特币交易所相关的活动并不影响区块链技术的发展。
According to BJN, the decision was to shut down a platform for transactions between virtual currency and French currency, i.e. simply to ban transactions within virtual money fields in China, and not all transactions between virtual currency and French currency in China. “The Bitcoin exchange is to be closed, not for bitcoin.” The Leading Group for Internet-specific financial risk management stressed that banning activities related to the Bitcoin exchange does not affect the development of block chain technology.
也就是说，此次监管措施并未禁止比特币在中国的场外交易，也不影响区块链技术的发展。
In other words, this regulatory measure does not prohibit Bitcoin from trading off-site in China, nor does it affect the development of block chain technology.
火币网数据显示，比特币价格一度暴跌至23131.40元，较日内最高价29200元跌去逾6000元，跌幅超过20%。
The gunnet data show that Bitcoin prices fell sharply to $2313.40 at a time, falling by more than $6,000 at a daily maximum of $29,200, or more than 20 per cent.
中国人民大学国际货币研究所研究员吴志峰对新浪财经表示，其中的逻辑关系为：要禁ico，就必须禁山寨原生币；要禁山寨原生币，就必须同样禁比特币；要禁比特币，就只能在国内禁；国内禁比特币，就必须禁比特币交易平台。“道理就是这个道理，文件是有关部门自己发的，如果自己不跟自己讲逻辑，只禁ico禁山寨代币不禁比特币，那等于有关部门自己承认了比特币是货币，相当于法定货币，比特币涨到天上去你也别再嚷嚷。”
Wu Chi Feng, a researcher at the International Monetary Institute of the People's University of China, stated to the New Wave Book that the logical relationship was that, if it was to be prohibited, it would be necessary to ban the native mountain coins; if it was to be banned, it would be necessary to ban the original mountain coins as well; if it was to be banned, it would be within the country only; and if it was prohibited, it would be necessary to prohibit the Bitcoin trading platform. “This is the reason why the documents were issued by the authorities themselves, and if it was not to be logical to itself, it would be as if the authorities themselves had admitted that it was a currency, equivalent to the legal currency, and you would not raise the bitcos to the sky.”

在对中国境内比特币交易所的监管之前，央行等7部委9月4日叫停ICO的公告指出，任何所谓的代币融资交易平台不得从事法定货币与代币、“虚拟货币”相互之间的兑换业务，不得买卖或作为中央对手方买卖代币或“虚拟货币”，不得为代币或“虚拟货币”提供定价、信息中介等服务。
Prior to the regulation of the Bitcoin exchange in China, the announcement of the Central Bank and seven other ministries and departments on 4 September, calling the ICO off, stated that any so-called money-for-money financing platform should not engage in exchange operations between the legal currency and the currency, the “virtual currency”, the purchase or sale of the currency or the “virtual currency” as a central counterpart, or the provision of services such as pricing or information intermediation for the currency or “virtual currency”.
公告还明确指出，代币发行融资本质上是一种未经批准非法公开融资的行为，涉嫌非法发售代币票券、非法发行证券以及非法集资、金融诈骗、传销等违法犯罪活动。
The bulletin also makes it clear that the financing of the issuance of money in exchange is essentially an unauthorized act of illegal public financing, involving the illegal sale of coupons, the illegal issuance of securities and criminal activities such as the collection of funds, financial fraud and distribution.
