The Hong Kong Censorship Board announced that it would consult with the market on the recommendations that apply to the operators of virtual asset trading platforms, focusing on “whether or not to allow licensed platform operators to provide services to retail investors” and “how to protect investors.” The consultation deadline was 31 March, and the new system was in effect on 1 June.

Ms. Liang Fung Yi, Executive Director of the Hong Kong SEC, said: “As we have held since 2018, we would have recommended a number of appropriate investor safeguards for the regulation of virtual asset trading platforms, in accordance with the principle of `same business, same risk, same rules'. Given the recent volatility of the global virtual asset market and the successive collapse of some of the major encrypted money trading platforms, there is a clear consensus among local regulators on the need to regulate virtual asset areas to ensure that investors are adequately safeguarded and that major risks are effectively managed.”

Under the New Deal, the two trading platforms are also required to apply for new VASP licences, but a simplified application procedure applies.
